Ottawa festivals' future hangs in balance as city mulls massive cuts

Ottawa city councillors are preparing to debate a proposal for budget cuts that could see municipal arts funding cut in half. Should the proposal be approved, the new budget would see a 54-per-cent reduction in arts, culture and heritage dollars and would mark the second major blow to Ottawa's cultural scene in recent weeks, after the federal government scrapped plans to build the Portrait Gallery of Canada a permanent home, a project Ottawa was vying for.
