The answer
If you are noticing the asymmetry in someone's face as well as in their haircut, chances are it's a bad haircut. It is common practice to cut hair slightly asymmetrically in order to help give balance to facial structure and features.
This type of cut can also highlight your best features. A set of wispy (and trendy) bangs, for example, can offset a short or wide forehead and draw attention to the eyes. Layers around a narrow chin, likewise, can create the illusion of width to strengthen the jawline.
But if you are not ready to snip yet, try parting your hair on the side to see if this creates a better balance. Avoid a centre part at all costs, as that will highlight the facial asymmetry you may be hoping to play down.
One thing to keep in mind, however, is that you may be fretting about something that the people around you admire or find unique, so before you chop anything off, speak with your stylist. A good one will have an objective eye and be able to advise you on your options, whether it's a new cut, a different style or a shifted point of view.
