Anticipating defeat in the Yukon Legislature on a budget vote, Premier Pat Duncan caught no one by surprise yesterday when she announced a general election for Nov. 4.

The election comes only 2½ years after Ms. Duncan's Liberal Party won a decisive victory and months before Yukon is to gain unprecedented control over a wide range of activities previously handled by the federal government.

Liberal representation was reduced to a minority earlier this year after three caucus members walked across the floor to sit as independents.
