The Metcalf Foundation defines a member of working poor as someone between the ages of 18 and 64; not a student; lives independently; has earnings of at least $3,000 a year; and an after-tax income below Statistics Canada’s Low-Income Measure – 50 per cent of the median income for the Canadian population in a given year.
