Attawapiskat, the northern Ontario first nation which declared a state of emergency over poor housing conditions, has not properly accounted for millions in federal money, says an audit released Monday. The audit by Deloitte & Touche LLP, commissioned by Ottawa in December, 2011, comes as Attawapiskat Chief Theresa Spence continues with a hunger strike over treaty obligations.
