The provinces' relations with Ottawa currently range from cordial (Saskatchewan) to increasingly toxic (Ontario). Facing fiscal pressures and fragile economic recoveries of their own, they'll be looking for different things as Finance Minister Jim Flaherty brings down his budget on Tuesday. For some, stability is all that's needed; for others, it's help with their own fragile economic recoveries. And in all cases, Mr. Flaherty's provincial counterparts will be watching to see how he cuts spending to reduce the federal books - and what impact it will have on their own bottom lines.
