On Tuesday, a federal Joint Review Panel comprising representatives from both the National Energy Board and the Canadian Environmental Assessment Agency began hearings into Enbridge’s proposal to build the Northern Gateway Pipeline from Bruderheim, Alta., to Kitmat, B.C.
