A budget that few can fault

Two paragraphs into his budget speech, Finance Minister John Manley thanked both Prime Minister Jean Chrétien and former finance minister Paul Martin for their contribution to Canada's solid fiscal position. In doing so, Mr. Manley acknowledged his own role a middleman in bringing in the last budget of the Chrétien administration.
