A new model for calculating the arts' impact

For decades, supporters of the Canadian arts scene have tried to argue for government funding by using economic multipliers. You've heard the statistics: For every dollar spent on a theatre ticket, X many more are spent on local restaurants and hotels; film production generates thousands of jobs in your city creating X amount of economic activity for every dollar invested. The value of the X may vary from equation to equation, but the argument remains the same: The arts have an economic impact far beyond the budgets of individual arts groups or producers.
