OTTAWA -- Conservative opposition leaders are not normally in the habit of greeting multibillion-dollar Liberal spending policies with open arms.But almost immediately after prime minister Jean Chrétien agreed to a new health accord with the provinces 15 months ago, Stephen Harper gathered his 57-member Canadian Alliance caucus together to say the party was going to back the deal.
