Is 'new deal' for cities doomed by political spat in Ontario?
Are David Miller and Dalton McGuinty having a lovers' quarrel or is their relationship crumbling in a way that should send a warning to big-city mayors across Canada? The bun fight that erupted this week between the Toronto mayor and the Ontario Premier is as puzzling as it is fierce, but it is too soon to know whether it has poisoned the plans for a "new deal" for cities.
