A rapid-transit legacy of missed opportunities

How is it, veteran transportation engineer Ed Levy wonders, that a city half the size of Toronto, with a regional economy a quarter the size, could afford to build new subway lines continuously, without the slightest struggle -- while booming Toronto can barely afford to build humble bus ways, let alone rapid-transit lines?
