The Liberals and the Conservatives imitated each other yesterday: Both parties offered meaningless commitments as a substitute for action.To the Liberals first: The Prime Minister has boldly promised to ban most of the few remaining legal uses for handguns. The pledge was intended mainly for consumption in Toronto, where gang violence is escalating dangerously.
