Collectors will bear brunt of Martin's handgun ban

TORONTO -- Liberal Leader Paul Martin's plan to outlaw handguns to help stem urban violence targets collectors who own half the estimated 560,000 legal handguns in Canada.Collectors must disable their handguns and surrender them to police under a buyback program or sell them to licensed owners in other jurisdictions under a five-year, $650-million law-and-order plan Mr. Martin announced yesterday. Only law-enforcement officers and a small number of target shooters would be exempt from the ban.
