It's budget time at Toronto City Hall, which means politicians are gritting their teeth and once again warning of a TTC fare increase.Mayor David Miller and the left-leaning councillors who run the Toronto Transit Commission are loath to raise fares for a second year in a row, because it turns riders away and looks as though they are punishing the poor, many of whom depend on public transit to get around.
