Unity group signed silence pact, sources say

OTTAWA -- The Canadian Council for Unity signed a confidentiality agreement in the 1990s with one of its former officials who it alleged had misappropriated $300,000 in federal funds without alerting the government or law-enforcement authorities, sources have told The Globe and Mail.
