Highlights
Some of the new programs recommended in the report

- Targeted funding for two years to establish:
- A Primary Health Care Transfer: to support efforts to remove obstacles to renewing primary health care delivery.
- A Home Care Transfer: to provide a foundation for an eventual national home care strategy. Home care would be offered in three ways: 1) post-acute trauma or surgery 2) palliative home care, 3) home mental health cases.
- A Catastrophic Drug Transfer: to allow provincial drug programs to expand and improve coverage for their residents.
- A Rural and Remote Access Fund: to improve timely access to care in rural and remote areas and ensure that people in smaller communities.
- A Diagnostic Services Fund: to purchase new equipment such as MRIs and CT scanners. The fund would also be used to train the necessary staff and technicians.
- A new national immunization strategy.
- A new National Drug Agency to evaluate new drugs, and re-evaluate existing drugs
- A new Aboriginal Health Partnerships (AHP), created solely and specifically to organize health services for aboriginal peoples.
- Creation of a Canadian Health Covenant that would act as a tangible statement of Canadians values and confirm the vision of the future of health care.
- Create a Health Council of Canada to collect information on waiting times, measure and track performance of the health system, and report regularly to Canadians.
