Leaders taking baby steps around giants

CANCUN, MEXICO -- Against a white sun and rolling surf, amid the bland resorts that rimmed the Caribbean coastline, the three leaders of North America met to fiddle with the Western Hemisphere's most important trade agreement yesterday, sidestepping for another year the one great challenge -- no, the one great threat -- to the NAFTA achievement.
