WASHINGTON -- President George W. Bush faced stark and difficult choices yesterday after the U.S. Supreme Court ruled that special military tribunals created to try terrorism suspects imprisoned at Guantanamo Bay were illegal under both U.S. law and the Geneva Conventions.
