Truly protecting civilians

Lloyd Axworthy puts the protection of human life at the centre of his philosophy of foreign affairs. While he was foreign minister from 1996 to 2000, he championed a "human security" agenda that sought to give the security of endangered individuals equal standing with the security of nations. Since then, he has backed the idea that nations have the "responsibility to protect" people who are at risk of succumbing to ethnic cleansing, genocide or war crimes.
