TransCanada, Shell a step closer to LNG go-ahead

OTTAWA -- The U.S. energy regulator has given preliminary approval to a plan by TransCanada Corp. and Royal Dutch Shell PLC to build a $1-billion (U.S.), floating, liquefied natural gas terminus in Long Island Sound, saying the gas is needed by energy-hungry consumers.
