Built for safety, iron fence leaves tenants feeling caged

Phanath Im says it has taken years for her troubled neighbourhood to develop a sense of pride.In recent months, however, the Firgrove public housing complex in the Jane and Finch area has received a severe blow to that fragile self-esteem from an unlikely source: a series of measures meant to reduce crime in the area, including a seven-foot-tall iron fence around its perimeter.
