Polluters should pay, Ontario Tory Leader says
Ontario Progressive Conservative Leader John Tory says the challenge posed by increasing emissions of greenhouse gases is the "new normal" and will change the way business is done.Pledging new standards that would mandate deep cuts in emissions by 2020, he said that a Conservative government would send a signal to polluters that emissions are not free and that they would have to pay the price.
