New ethics adviser to rely on 'gut' instinct
The Vancouver Police Department's new ethics adviser says the rationale for his decisions will not be rules or statutes but his "gut reaction."The confidential adviser, H.A.D. (Bert) Oliver, was introduced to the police board at its meeting last week.Mr. Oliver will advise the chief and board for the next two years and will be paid $150 an hour.
