Housing homeless top priority, 'civil' city official says

VANCOUVER -- Vancouver's new Civil City commissioner supports the idea of importing to the chaotic downtown a style of aggressive policing similar to New York's, but stressed that housing the city's fast-growing homeless population is his top priority.
