Unclear who in government knew about CSIS torture concerns

OTTAWA -- Newly released portions of the Arar commission report show that CSIS officials believed immediately that the U.S. had sent Maher Arar to Syria for rough interrogation, but it remains unclear how widely they shared those views inside government.
