The art of city-building

There are many gardens in the domain of Artscape, one of Canada's oddest landlords. On a recent sunny morning two gardens are on the itinerary of the non-profit organization's CEO, Tim Jones - one, the urban oasis at 900 Queen St. W., which Artscape manages on behalf of the artist tenants of its 28 units; and the other, the former streetcar barns south of St. Clair, which Mr. Jones says will be a environmental showcase in the future - but right now, he warns, it is mostly mud and girders.
