Fence for 'secret garden' too tall

VICTORIA -- Winona Waldron is allowed to keep her egg-laying chickens in her inner city backyard (no roosters though, because of a noise bylaw), but the 1.83-metre-high fence that was put up in front of her house to stop drug users from throwing waste in the yard is too tall for the City of Victoria.
