LONDON -- For the passengers on the lower deck of the 159 Bus as it headed across the Thames to Westminster one recent morning, it was a scene from a previous century: At the front of the red double-decker, oblivious to his surroundings, was a silver-haired, red-faced man loudly reciting verse after verse of Kipling to a reporter.
