A head-scratcher, this one
Toronto -- I can be a bit dense at times but, for the life of me, I cannot understand who benefits when the TTC is fined $250,000 (TTC Fined $250,000 For Failing To Prevent Worker's Death - May 7). The TTC is a public enterprise constantly short of the money needed to provide first-class service.
