WORK, DON'T QUARREL

Ontario Premier Dalton McGuinty is prematurely calling for a major overhaul of the equalization program. His specific complaints about Ottawa's treatment of Ontario are well-founded, including lower per-capita payments for health care, less money for retraining and a smaller proportion of Ontarians being eligible for Employment Insurance. But the Premier should call off his campaign against the overly generous federal equalization program, which is meant to allow poorer provinces to provide roughly similar levels of service for roughly similar levels of taxation to those of their richer kin.
