A white puff of scented incense suffused the second floor of city hall yesterday as Toronto Transit Commissioners and their retinue gathered to enact a ritual of pagan thanksgiving to the beneficent transit gods. Spared the embarrassment of handing another billion-dollar contract on a platter to train-maker Bombardier, they praised their idols for the miraculous appearance of a plucky British contender called TRAM Power Ltd.
