Power outage sends Vancouver into 'chaos'
VANCOUVER -- An underground circuit fire is being blamed for a blackout that plunged parts of downtown Vancouver into darkness yesterday, shutting off traffic lights, nixing automatic banking machines and even affecting the Internet.
