RISING HOPE IN THE BALKANS
Serbia's arrest of Radovan Karadzic on Monday is not only a victory for the emerging international criminal justice system. By advancing Serbia's prospects of membership in the European Union, it also offers some hope for the eventual ebbing of ethnic hatreds in the Balkans.
