The path to efficiency - the U.S. is already on it

OTTAWA -- 'Imagine," says Tufts University energy economist Gilbert E. Metcalf, "that the United States had the same energy intensity in 2003 that it had in 1970." Imagine, in other words, that the U.S. skipped an entire generation of technological advance in its use of oil, gas, coal and electricity.
