But its first responsibility is the security of its own citizens, so it is by no means unreasonable for agents to ensure that Palestinians seeking medical treatment in Israel do not constitute a security threat. There have been instances when Gazans have tried to enter under the guise of treatment but with the intention of carrying out terrorist attacks.
