Mr. Harper's on-again, off-again relationship with China
Prime Minister Stephen Harper is where he is, but we know he is not in Beijing for the opening of the Summer Olympics.That honour falls to Foreign Affairs Minister David Emerson, who joined other heads of state, presidents and prime ministers at the opening ceremonies yesterday.
