Foreign policy has rankled Canadians, Bush admits
Although he had come to Ottawa Tuesday to begin rebuilding ties, U.S. President George W. Bush defended foreign-policy decisions that he acknowledged have not always been popular in Canada.
Official Ottawa had rolled out the red carpet for Mr. Bush, who arrived late in the morning for a two-day excursion to Canada, his first official visit since assuming the presidency in 2001.
