Toronto — Danny Williams says he wants to resume oil-revenue talks with Prime Minister Paul Martin but officials in the Prime Minister's Office say discussions will not take place until the Newfoundland and Labrador Premier has restored the Canadian flags he removed from provincial buildings. Mr. Williams said he will return the flags if Mr. Martin acknowledges his province's grievances in writing.
