Auto makers pan ‘feebate'

Ottawa and Toronto — Ottawa angered auto makers yesterday by insisting on last-minute changes to an emissions reduction deal — an unwelcome surprise that followed a budget proposal for gas guzzler penalties the industry warned could harm the country's top manufacturers. Negotiations ground to a halt between Ottawa and the auto companies on a voluntary industry plan to cut greenhouse gas emissions by 5.2 million tonnes by 2010.
