Ottawa — Federal coffers overflowed with surplus tax dollars again during the last fiscal year despite the Liberal government's recent spending spree, economists say, an embarrassment of riches that will almost certainly provoke another political firestorm over whether or not Ottawa is intentionally low-balling its financial forecasts.
