McKenna says Devils Lake pact non-binding

Washington — Frank McKenna, Canada's ambassador to the United States, conceded yesterday that a last-minute agreement on the Devils Lake drainage project in North Dakota is not "legally binding" and will require more negotiation before it is completed. "What we have today is not legally binding because all it really is, is an approach," Mr. McKenna told reporters in a conference call.
