RICHMOND, B.C. — Liberal Leader Paul Martin wrapped up a trouble-plagued campaign in British Columbia yesterday warning that a Conservative government would undo a Liberal legacy of social programs and fiscal prudence. Finishing a slow-motion, three-day version of the rushed 24-hour cross-Canada trip that closed his campaign in 2004, he visited a park in Steveston, B.C., where he had dipped his feet into the Pacific to end that campaign.
