Report seeks to change the very way Ottawa works

OTTAWA — The old adage that civil servants need privacy in their relations with political leaders so that they can speak truth to power was turned on its head by Mr. Justice John Gomery yesterday. If they had to defend themselves in the open, he said in releasing his final report into the sponsorship scandal, then "they'd say no" more often.
