Cabinet surprises not without precedent: expert

Prime Minister Stephen Harper delivered a pair of surprises when he unveiled the final makeup of his pared-down cabinet Monday, but observers say neither is without precedent in Canadian political history.
In addition to party stalwarts, Mr. Harper's 27-member cabinet included former Liberal David Emerson who crossed the floor for the international trade posting and Michael Fortier, a key party organizer in Quebec.
