Can Windows System Restore be permanently deactivated for removable/external hard drives

QUESTION: I have a removable hard drive that I use frequently but not always with my PC. I have System Restore active on my fixed hard drive. I want to never have system restore active on the removable drive. However, if I set the drive in System Restore to not be active for this drive, if I don't use this drive for a session, and then turn on the PC when the removable drive is already turned on, Windows XP always resets the system restore to be active on this drive again. It is a real pain, and I can't seem to find any information on this at all. Any help would be appreciated.

ANSWER: The system restore only affects the windows registry, desktop, services, and drivers. No data is affected so why is there a need to turn off the system restore on the removable drive?
