Public Works' $24-million solution

OTTAWA Ottawa's attempt to reduce the amount of money it spends on goods and services is off to a shaky start as a key contract in its cost-cutting strategy has ballooned to $24-million in nine months, almost 14 times what it was worth when it was awarded.
