Ottawa delays announcement of its plans to fight disease

OTTAWA AND TORONTO — The minority Conservative government is withholding an announcement about future federal AIDS programs until thousands of delegates now in Toronto at an international conference about the disease get out of town. Not only is Prime Minister Stephen Harper skipping the conference, but he also says this is a bad time to make any AIDS announcements.
