Tories file foreign policy statement in blue box
It was, in retrospect, archetypal. For a year and a half, the Martin government laboured to craft a new foreign and defence policy that would define Canada's role in the world for a generation.
There were fierce internal battles. The Prime Minister's Office fought with the line departments over content and style. Outside writers were brought in to provide focus. Deadlines were missed, new ones set, then missed as well.
