The cut and thrust of political debate and news coverage increasingly revolves around the question of whether Canada can meet its Kyoto Protocol targets. The answer is complicated.
Kyoto was negotiated within the United Nations Framework Convention on Climate Change. The protocol, unlike the convention, includes targets and timelines. Kyoto was modelled on the very successful 1987 Montreal Protocol to protect the ozone layer.
